The Central Bargaining Committee for Assiniboine Community College - Local 71 and Red River College - Local 73 has negotiated a new offer
and are recommending acceptance to the membership.
Information sessions with details on the new offer will be held mid-March across the province. Voting will be conducted by mail-in ballot. A package with exact dates, times and locations for the information sessions, as well as a mail-in ballot and return envelope, has been mailed out to members.
Overview of Bargaining So Far
In June 2016, the employers requested that the ACC/RCC Central Table Bargaining Committee be ready to begin negotiations in January 2017, in the hopes of achieving new agreements before the current ones expired. The Committee developed a timeline with this in mind.
Members had an opportunity to put forward their ideas and proposals for the new agreements throughout October and November 2016. The Bargaining Committee and many workplace stewards also attended a Bargaining Workshop in December 2016.
However, as 2016 drew to a close, it became increasingly apparent that the employers would not be
receiving a mandate from government for some time.
Given this, the Committee continued to develop its proposal package, with plans to exchange proposals with the employers in September 2017.
The Assiniboine Community College/Red River College Central Table - Locals 71 and 73 Bargaining Committee met on Wednesday, August 30 to finalize the proposal package.
Negotiations resumed in the new year on Wednesday, January 3 and continued on January 17, 2018. Further dates of bargaining were held February 13,14 and 27th. On February 27, talks stalled over the issue of workloads and both sides agreed to jointly request conciliation.
Bargaining resumed with the aid of a third-party conciliator on Wednesday, May 30, Thursday, May 31 and Friday, June 1, and July 27, 2018.
The Assiniboine Community College/Red River College Central Table - Locals 71 and 73 Bargaining Committee received a final offer from the employer on July 27, 2018.
Details of the offer, along with a schedule of ratification vote dates, were mailed out to all members.
Members had an opportunity to vote on whether or not to accept the offer on the following dates:
September 24, Winnipeg: Victoria Inn, 11 am to 8 pm (presentations at 11:30 am, 12:30 pm, 5:30 pm and 6:30 pm)
September 25, Steinbach: MGEU Office, 12 noon to 1 pm
September 25: Winkler, Days Inn and Suites, 4:30 pm to 5:30 pm
September 26: Portage, MGEU Office, 12 noon to 1 pm
September 26: Dauphin, MGEU Office, 4;30 to 5:30 pmSeptemer 27: Brandon, Victoria Inn, 11 am to 8 pm (presentations at 11:30 am, 12:30 pm, 5 pm and 6 pm).
Members of Assiniboine Community College - Local 71 and Red River College - Local 73 voted overwhelmingly to reject the final offer from management. Voting was held in various locations across the province from September 24-27, 2018. Bargaining began in October 2017 and led to a final offer from management in July 2018.
and staff rejected the offer citing the key issues of employment security
and instructor workload. Management's offer was void of
meaningful wage increases imposed by Pallister's Bill 28 but included
increased parking fees.

Bargaining Committee began talks with the employer with the aid of a conciliator on Monday, November 19, 2018.
Negotiations resumed with the aid of a conciliator on February 11, 2019.
