Twelve Tenant Service Coordinators who work for the Manitoba Department of Housing sought a reclassification of their jobs based on a significant change to their duties. The changes had come about in 2004 and 2005. The Union and government had negotiated for a long time to determine an appropriate wage rate, however, the matter could not be settled between the parties and was sent to arbitration.

In September 2008, Arbitrator Michael Werier determined the Tenant Service Coordinators should properly be rated in the SP Classification. At the hearing both the government and the Union presented briefs and made oral submissions and asked the arbitrator to rate the job based on the rating tool, which had been developed in respect of the Social Services Classification series. The government had indicated they felt the position should be rated as an SP1 or SP2, however, the Union’s argument that it should be rated as SP3 was accepted by the arbitrator.

This will result in a significant wage increase for twelve Tenant Service Coordinators with retroactive payments to June of 2005.
