LATEST BARGAINING NEWS
On September 25, 2025, members of APPUSB (Local 148), professors, professionals and teaching professors at Université de Saint-Boniface, ratified a new four-year agreement (effective August 1, 2025 – July 31, 2028).
Highlights of the new agreement include:
- Pay equity
- Increase in premiums for obtaining an additional diploma
- Increase in the annual amount for conferences, meetings and tuition fees outside USB
- Increased moving costs
- Increase in the Professional Development Fund
- Increase in travel costs
- Change in the Promotion and Permanency Process
- Scholarship for dependents of an employed parent
The next step in concluding the collective agreement is to work with the employer to finalize and sign-off the document, which could take some time.

Overview of Bargaining So Far
Members of Université St-Boniface, APP-USB - Local 148 had an opportunity to put forward their ideas and proposals for improving their collective agreement at a meeting on May 29, 2024.
The Bargaining Committee then worked to pull together these proposals into a package to present to the employer.
The Table Commune Bargaining Committee and the employer exchanged proposal packages on June 7, 2024.
Bargaining continued through fall and into winter, with the last bargaining meeting on December 20, 2024.
The next negotiation meeting is scheduled for February 21, 2025.
Discussions had focused on non-monetary items, such as workload reduction.
Discussions of the table commune resumed, with meetings taking place this spring. Monetary items, such as leaves, health spending account, and tuition reduction were being discussed at that time.
On May 20, 2025 members voted to provide their bargaining committee with a strong strike mandate.
With discussions shifting to monetary items (i.e. wages and benefits), the Committee continued to meet with the employer with the aim of reaching an agreement.
In August, 2025 negotiations reached a standstill. Two days of mediation took place, which did not result in an agreement.
The Committee was seeking a return to the 2016 pay parity with members' counterparts at University of Manitoba, the University of Winnipeg, and the French School Division; a more balanced teaching load and recognition of regular sabbaticals; and, a restoration of acacdemic collegiality.
Members of the public were invited to send a message to the USB administration, showing their support for the APPUSB members.
On the evening of September 14, 2025, the Bargaining Committee reached a tentative agremeent and strike action was postponed.
