LATEST BARGAINING INFO
On June 26, 2025, members at Swan Valley School Division Educational Support – Local 463 ratified a new two-year collective agreement (effective June 26, 2025 to June 30, 2027).
Although the agreement is a two-year agreement, it includes general wage increases for all classifications of 14.25% over five years - starting from 2022 to 2026.
It also includes three years of retroactive pay for employees of SVSD who are employed on date of ratification (June 26, 2025), an overtime bank of up to three (3) days, and a Grievance and Arbitration procedure for dispute resolution.
The next step in concluding the collective agreement is to work with the employer to finalize and sign-off the document, which could take some time.

Overview of Bargaining So Far
Members of Swan Valley School Division Educational Support - Local 463 had an opportunity to put forward their ideas and proposals for improving their collective agreement on November 12, 2024.
Your Bargaining Committee has pulled these proposals into a package to present to the employer.
At the first bargaining session on January 28, your Bargaining Committee presented the union's proposal package to the employer and raised the obligation to negotiate an Essential Services Agreement.
Your Bargaining Committee met with the employer on February 18 and the employer presented their proposal package.
Bargaining meetings took place throughout March, April and May 2025. Bargaining was progressing steadily.
Your Bargaining Committee informed the employer that an Essential Services Agremeent also needs to be negotiated.
Upcoming dates were scheduled for later in May and into June.
On June 4, 2025 the Bargaining Committee requested that Manitoba Labour Board representatives be appointed to assist the union and employer in determining whether there are essential services, and if so, negotiating an essential services agreement.
The representatives have been appointed and the committee is waiting for mediation dates. Mediation coincides with the bargaining process.
On June 25, 2025 a 5-year tentative agreement was reached with the employer. Two information sessions were held on the evening of June 25 for members to learn more. Members voted online June 25 and 26 on whether to accept or reject the tentative agreement.
