Rebuilding Manitoba's Public Services

When you need public services, they need to be there for you.

But after years of cuts, thousands of jobs in Manitoba's provincial public service have been left unfilled, meaning there are fewer people to:

  • provide environmental, workplace safety and health, animal welfare, and health inspections;
  • protect communities from environmental emergencies like wildfires and floods;
  • support families in times of crisis and keep kids safe;
  • provide responsive, accessible health care;
  • provide Manitobans with essential documents like health cards, marriage certificates, and death certificates;
  • keep communities safe and our justice system running smoothly;
  • enforce hunting / fishing regulations and protections;
  • keep online networks up and running;
  • clear snow and maintain / inspect our highways and bridges;
  • ensure buildings are maintained and servicable;
  • promote safe and sustainable trucking operations on Manitoba highways; and
  • and many other important public services.

Strong public services are the backbone of a thriving province and it takes dedicated people to deliver them. It's time to hire back workers and rebuild our public services.

  • In 2024, there were 3,013 fewer employees in Manitoba's Civil Service than in 2021. The province's population increased by 19% over that same period.
  • Over 2,500 positions remain unfilled in the Civil Service today – nearly 20% of the workforce!
  • 1,458 employees left the Civil Service (retired or resigned) in 2023-24, and in the next 10 years, just over 53% of Manitoba's current provincial public servants will be eligible to retire.
  • 81% of Manitobans agree that it's time to fill vacant positions and rebuild our public services.
  • 75% of Manitobans believe the government must provide competitive wages to recruit and retain the staff needed to provide public services.
