The employer filed an application at the Manitoba Labour Board requesting that the Board appoint a conciliation officer to assist the union and the employer in achieving a collective agreement.
Your Bargaining Committee will be meeting with the employer at the Labour Board to continue our work to achieve an Essential Services Agreement (ESA). The committee will do everything possible to negotiate an agreement that we can recommend to members.
Overview of Bargaining
Members of Southeast Child and Family Services - Local 395 had an opportunity to put forward their ideas and proposals for improving their collective agreement on at meeting on March 16, 2023.
The Bargaining Committee then put together a proposal package and requested dates to commence bargaining with the employer.
In early 2024, the Bargaining Committee and the employer exchanged proposal packages. Since then, discussions centred around non-monetary items, like contract language and working conditions. Further negotiations took place in March 2024, when talks moved on to monetary items, such as wages and benefits.
Negotiations continued throughout the spring, summer and fall.
In early November, the employer provided what they called their “final offer". The Bargaining Committee recommended to reject the offer.
At a ratification vote meeting on December 3, 2024, members voted to reject the employer's final offer and provided the Bargaining Committee with a strong strike mandate.
The employer tabled an amended offer but it fell short of one the Bargaining Committee can recommend.
